Driving is allowed

Explanation
Straight ahead and turning right are permitted.
The traffic controller is standing ahead of you with his arms lowered and in profile to you; that is, you enter the junction from his side. With arms lowered or extended to the sides, from the controller's left and right sides a non-rail vehicle may go straight or turn right. A left turn and a U-turn are closed.
The blue rectangular sign on the right agrees with the same conclusion: its arrow points right and says that the road opening on the right is one-way and the permitted direction of travel in it is to the right. So a right turn not only fits the controller's signal but also counts, as far as the sign goes, as a correct entry into that road. If that same one-way road ran in the opposite direction, turning into it would be entry into a prohibited path.
Keep two points together. First, from the controller's side you always have two possibilities, not one; the option "only straight ahead" is the perennial trap of this class of question. Second, the controller's gesture takes precedence over the signs and the markings, but that precedence has meaning only where a conflict exists. Here there is none: the controller has left two directions open and the sign confirms that same right-hand direction, so you must obey both commands at once.
• "Only straight ahead" is the restriction on rail vehicles; for a car, a right turn from the controller's side is open as well. • "Only right" is correct when you face the controller's chest and his right arm is extended forward; in this picture his arms are lowered and you come from his side.
