The rule: when moving in the direction of an additional-section arrow lit simultaneously with a red or amber light, the driver — and equally the tram driver — must give way to vehicles coming from other directions. The rail vehicle's usual advantage does not hold in this state and is set aside.

The second point in the picture matters too: the yellow diamond "priority road" sign is fitted beneath the light, but as long as the traffic light is working the priority signs are not applied. So you cannot invoke that yellow diamond to treat yourself or the tram as taking precedence.

Safety reason: at a junction where one direction has a full green, vehicles enter at normal speed without expecting an obstacle. If a heavy tram comes forward under the green arrow relying on its "rail advantage", a collision with the green flow is effectively unavoidable, because the tram can neither deviate nor stop quickly.
