Correct answer From the moment of receiving the driver's license.

Explanation

The right to drive arises from the moment the driving licence is received.

The legal boundary is the moment the document is handed over, not the moment the test is passed. Passing the practical test is only an administrative stage in the middle of the process; the right to drive, and with it the whole set of a driver's duties and responsibilities, takes effect when the licence has been issued and delivered. The logic of this order is entirely practical: a legal system needs a dated, provable starting point. The issued document records the exact date, the permitted categories and any restrictions (such as a requirement to wear glasses), whereas a claim of "I passed the test" allows an officer to verify none of these.

Take its practical consequence seriously: in the interval between passing the test and receiving the card, you still have no right to drive independently, and if you sit behind the wheel you will be treated as an unlicensed driver. Practising at a driving school and driving with an instructor have their own separate, conditional legal status and do not amount to holding the right to drive.

• Passing the practical test is only a precondition for issuing the document and does not by itself create the right to drive.
