Answer options

  1. The disabled moving by engine-driven wheelchairs at the same speed as the pedestrians
  2. People walking while pushing a bicycle, moped or motorcycle.
  3. All the persons listed. ✓ Correct answer
Correct answer All the persons listed.

Explanation

Both groups: persons with disabilities moving in motorised wheelchairs at pedestrian speed, and people walking while pushing a bicycle, moped or motorcycle.

The law derives a person's legal status from the way he moves, not from the object in his hands. Someone walking and pushing his bicycle or motorcycle moves with the speed, path and behaviour of a pedestrian; so does a person travelling in a motorised wheelchair at pedestrian pace. If the law counted these people as drivers, they would have to enter the carriageway and move within the flow of cars several times more slowly — which itself creates danger. Equating them with pedestrians gives them the right to use the pavement and pedestrian crossings, and priority proportionate to their speed.

The boundary of this status is the moment of mounting: while you are pushing the motorcycle you are a pedestrian, and from the moment you get on and pedal or open the throttle you are a driver and all a driver's duties fall on you. On Yerevan's crowded pavements this distinction has daily application: to cross at a pedestrian crossing, dismount and push the bicycle.

• This group is indeed equated with pedestrians, but it covers only part of the law's list and the answer is incomplete. • This group is correct too but not complete on its own; the law equates both categories together with pedestrians.
