According to the RA Law on Ensuring Road Traffic Safety, the traffic constable is:
Answer options
Explanation
The person who has the legal authority to regulate traffic and carries out that regulation in the manner prescribed by law.
The definition has two conditions that must hold together, and neither is sufficient alone: legal authority, and performing the regulation in exactly the form and with exactly the gestures and signals the law prescribes. The reason goes straight to the weight of this role — the traffic controller's signal overrides traffic lights and signs, and the driver is obliged to obey it unconditionally. Authority of that weight cannot be handed to anyone who happens to feel in the moment that something must be done.
The second condition matters just as much: the signals must be standard and known in advance. If every authorised person waved his arms to his own taste, drivers could not read the meaning within seconds, and that ambiguity itself causes collisions. In Armenia this role is in practice performed by traffic police officers, and in particular situations by other authorised persons at roadworks or crossings. If someone without a uniform and without standard signals tries to direct traffic, you are under no legal duty to obey him — your duty is to the lights and signs on the scene.
• A driver, passenger or pedestrian, however well-meaning, has no legal authority to regulate traffic, and his gesture is not binding on others. • Since ordinary road users do not fit this definition, the "all the persons listed" option is wrong too.
